Officials in Council Bluffs and Pottawattamie County (Neb.) say they agree with a consultant’s report that the 911 system needs an upgrade costing almost $25 million. However, there’s total disagreement on how it should be funded and what it should include. A new 911 center would cost $7 million, but including it in the project may jeopardize voter passage of bonds to fund the project, according to the Council Bluffs mayor Tom Hanafan says.
