Contra Costa County (N. Calif.) officials are investigating why a neighborhood alerting system message wasn’t delivered promptly to residents in Richmond when a refinery fire sent flames 50 feet into the air. Officials said the fire started at about 5:15 a.m. and that warning sirens were sounded by the county at 5:32 a.m. The county claims they didn’t receive sufficient information from refinery operator Chevron to activate the alerting system until 5:57 a.m., but the company says they reported all pertinent information at 5:23 a.m. The sheriff says his agency activated the alerting system at 6:09 a.m., but 10 minutes later learned there had been an error. It was activated again, and finally calls were made starting at 6:29 a.m.The county said its alerting contract with Dialogic Communications has expired on Dec. 31st, but the company was continuing to provide services.
