The Congressional Research Service has issued a 15-page report on emergency communications that summarizes for legislators communications-related legislation for the 2002-2006 period and its implications for future action. Besides fundamental policy issues, the report said, “Requirements for studies on spectrum needs, as stated in the Intelligence Reform and Terrorism Prevention Act, have apparently not met the expectations of the public safety community, which continues to urge Congress to take more substantive steps.” Download (pdf) the report here.
