After earthquakes in Oct. 2006 knocked out power on the island of Oahu (Hi.), Gov. Linda Lingle ordered an investigation into how public information might be better distributed in future emergencies. The governor has now issued an 8-page report with 15 recommendations on improving information flow, including the installation of dedicated, ring-down lines from media outlets to the state’s emergency office.
