An FCC waiver request submitted by the city of Richmond (Virg.) to create a regional public safety paging network has raised some important debate. The city and three counties want to use 900 MHz frequencies, eseentially saying the available commercial paging system operated by USA Mobility doesn’t provide enough features. However, the company argues that a commercial paging network would offer the city and counties many benefits. The FCC granted the waiver based on their own criteria.
