To put the VoIP/E911 issue into perspective, a research firm reports that VoIP subscribers were up 18% during the third quarter of the year, to 8.2 million. Telegeography Co. said that rate of increase should continue through the end of this year. Vonage has the most subscribers, followed by cable companies Time Warner and Comcast.
