In the wake of DHS secretary Michael Chertoff’s remarks on interoperability by 2008, two former NTIA directors have teamed up to push for the same goal. Larry Irving (D) and Michael Gallagher (R) worked under Clinton and George W. Bush respectively, and have produced a white paper outlining six steps for Congress to take on the issue, mostly related to speeding up digital TV’s transition and spectrum auctions. Irving is now a consultant and Gallagher is a communications attorney, so it’s not clear what their bi-partisan motives might be in tackling this issue.
