Department of Homeland Security (DHS) secretary Michael Chertoff told a conference audience that 46 cities should have interoperable communications in place for first responders by the end of 2007, and all 50 states should strive for interoperable systems by the end of 2008. Chertoff gave the keynote speech at the National Grants and Training Conference in Washington (DC).
