Adams County (Colo.) doesn’t have Phase II service, so when two teenagers dialed 911 from a mountain, and reception was bad, the dispatcher had no idea where to send help. The calltaker heard only “rainbow,” but that corresponded to several locations, including the Rainbow Family gathering in nearby Routt National Forest.
