Nextel co-founder and former chairman Morgan O’Brien has filed another proposal with the FCC that may turn out to be equally controversial, but is no less saavy. Through his current company Cyren Call (get it?), he asks the FCC to put into trust 30 MHz of spectrum in the 700 MHz, taking them out of a future auction for commercial providers. The spectrum trustee would them lease the spectrum to commercial providers to build a wireless network for public safety agencies.
