The Houston (Tex.) Fire Department will assign Health Department caseworkers to certain addresses in the city where the vast majority of inappropriate 911 calls are made, to provide alternate transportation to medical treatment. Only about 20% of 911 calls for medical situations are emergencies, a recent study found, and the average $541 cost of an FD ambulance run is costing taxpayers a bundle.
